The needs of HR are very broad & cut across many basic types of applications. So broad, that the only sensible 'start point' was to begin with a Database. We needed a Master to keep track of the diverse HR inventory of 'objects'. A good database does this very well.
This same Database also keeps track of Privileges. Privileges determine if an HR User is ALLOWED to work with an Object.
A brief explanation of Objects: Any 'thing' that is stored, such as; Images, Tables, Applications, Queries,Flash files, Charts, xls, Word docs, pdfs, etc.
We chose PostgreSQL (PG), the World's Most Advanced Open Source database. The good news? Unlike Oracle, it's free. The bad news? It is not 'designed for HR Users'.
Who uses it?We think quite a few people as there are > 1,000,000 anonymous downloads per year.

The GUI& the Toolswe used
The only problem with PostgreSQL is that there is very little a typical HR user could accomplish. There is no interface for designing Forms or adding a Pie Chart, much less Employee benefit statements or a Dental Enrollment form. We needed to develop a GUI (Graphical User Interface), otherwise an HR User would spend all day and accomplish 0.
So - we were beginning to Eliminate the Great Divide, by creating a simple interface that would allow HR to accomplish some of the work that would ordinarily require assistance from your IT Experts.
The irony? Designing the GUI required IT Experts!
Choosing a solid database was our most important decision. In order to allow many, simultaneous HR users, it needed to be a Server database, not a common desktop database such as Access or Filemaker.
We chose PostgreSQL, generally accepted to be the World's Most Advanced Open Source Database. PostgreSQL has won many awards and becomes more powerful every year.
