Lay out some sample benefit statements or notes of your desired content, cut out blocks of text and tape it onto a larger piece of paper, preferably Tabloid (11" x 17").  If you need Sample benefit statements to begin the cut and tape procedure, download the pdf samples and print from your own printer.
